Trump's Woke Alarm Misses Europe's Real Threat: Technological Stagnation.

Donald Trump's security policy document presents a misguided view of Europe. It claims that open-border policies and what it terms "progressive" policies pose an existential risk to European civilization. However, this perspective rests on a fundamental misinterpretation of the situation. The true challenge confronting Europe is not societal but technological and economic lag.

A Glaring Economic Divide Separating Europe and the US

Statistics paint a stark contrast. Between 2008 and 2023, American economic output surged by 87%, while a mere thirteen and a half percent growth for the EU. Over this time, EU GDP per capita fell from 76.5% to just 50% of the American figure. Remarkably, even Mississippi now has a greater average income than major EU nations like Italy and France.

Today, about half of the global 50 largest tech companies are American, while only four are from Europe.

The Innovation Deficit: A Critical Problem

This widening economic gap stems from stronger efficiency gains in the US, largely due to breakthroughs and higher total factor productivity. The landscape of world technology dominance is overwhelmingly US-centric. In the last fifty years, hundreds of American startups have scaled into companies valued at more than ten billion dollars, versus only fourteen in Europe.

This gap raises a vital question: As the competition for tomorrow's sectors like AI, semiconductors, and fusion energy, what is the EU positioned? Most analysts concede it is largely a two-horse race involving the United States and China, with European nations starting at a significant disadvantage.

Root Causes of the Continent's Innovation Gap

A number of major factors account for this innovation chasm.

  • Venture Capital: The US boasts a much more robust and agile system for financing new ventures. The EU still lacks a true capital markets union, a factor that limits the scale of new firms.
  • Bureaucratic Hurdles: Complex and divided regulation hamper European business. A American entrepreneur can introduce a service under a single set of laws to access a consumer base of hundreds of millions. The EU, despite a bigger population size, is split among 27 separate systems, creating huge internal barriers.
  • Cultural Attitudes: Attitudes toward entrepreneurial failure differ sharply. In some EU nations, a startup's collapse was historically viewed with stigma, whereas in the United States, it is often seen as a badge of experience.
  • Defense Spending: The United States enjoys a deeply integrated academic-military-industrial complex. The continent's long-term lack of spending in military capabilities has eroded its ability in breakthrough innovation.

A Path Forward: Reasons for Hopefulness

In spite of these challenges, one can find causes for hope. Policymakers are increasingly aware of the existential challenge and have begun to propose substantial change. Notable reports on EU competitiveness and the internal market point to the necessity of major changes.

Given appropriate policies and regulatory reforms, Europe's strengths might enable far greater levels of commercial innovation.

The continent retains considerable strengths: high-quality workforce, top-tier schools and universities, and world-class research institutions. Coupled with a vast domestic consumer base and substantial household savings, these elements could unleash a surge of venture creation.

Importantly, even if Europe does not take the lead in developing next-generation tech, it can still dramatically increase economic output by implementing and tailoring advancements from elsewhere.

A Critical Juncture

The European Union now faces a critical moment. To paraphrase a famous line, economic erosion often happens "slowly, then all at once". To date, Europe's technological decline has been gradual. However, if it fails to take decisive action to address its deep-seated problems, today's gradual weakening could turn into a rapid and permanent loss of world influence.
